How to I contact Apple over being RIPPED OFF when buying ICloud storage?

I just purchased more I Cloud storage but I can’t use it because apparently my I cloud is still loading and it’s been 2 days! As soon as I purchased a better plan the I Cloud froze. It keeps saying it’s loading

You aren't "being ripped off". Something simply isn't working correctly on your end when you attempted to upgrade your iCloud storage or whatever it is you are attempting to do with it. There is a GET SUPPORT button at the top right of this page that routes directly to the Apple Support site where you can schedule a call or start a chat to speak with an advisor directly in an attempt to resolve the issue.
