Can I sync apple watch to one iPhone and use data plan from a separate iPhone?

My daily use phone is my work phone. They won't let me add an Apple watch to the account. I can sync (pair) the watch, just can't have cellular on the watch. So, I'm wondering if I can pair the watch to my work phone, but use my wife's phone as the cellular account phone?
