Really looks like. That's not Apple Support phone.

Recognize and avoid phishing messages, phony support calls, and other scams - Apple Support

Here are the real numbers Contact Apple for support and service - Apple Support

You can contact Apple Support to deeply investigate the case.

Hope you have an external backup of your personal data. Do not connect it to your Mac while in this state.

Also try to wipe the disk and reinstall macOS. Since your Mac is locked, do this procedure How to reinstall macOS - Apple Support

When Recovery Mode is loaded, prior to reinstallation, open Disk utility and erase the disk completely, removing volumes, partitions, everything (that'll wipe your disk completely, even personal data) How to erase your Intel-based Mac - Apple Support

Once done, close DU and proceed with the installation.

It's obviously a scam, is spyware even a thing? I would think it would be like your ANTI-VIRUS telling you either Malware was detected and how to fix it (once you login) or the same thing but it was resolved/fixed.

BTW: Call Apple if you haven't been able to login, that's the one thing that they tell you to do... but please look up the actual apple number.
