Can't backup iPhone / iCloud Storage Full

I am getting a message on my iphone that it can't be backed up because my icloud storage is full. I am using the free plan with 5GB of data. When I look at the iCloud usage it shows only 1.4GB of 5GB is being used. I turned off backup for Photos. But it still will not backup..

Any ideas of what might be causing this and how to fix..? I have a new phone and really want to transfer to the new phone but need to backup first....
