I have about 150gb in storage left on my iCloud and I’m getting pop-up notifications when I try to screen record saying, screen recording has stopped due to “insufficient storage for recording” when I have so much storage left.
I agree, most likely it means that you are running out of space on the physical device.
Cleaning up is always a good idea (not only at home) - you may look for old backups, caches, temporary files, or just space-consuming files that you don't need anymore. Hope that helps!

I can not screen record due to lack of storage when I have plenty of storage.
