Can pictures be recovered if the iPhone X has not been backed up, and the phone is boot loading?

See the process below at section “If your device turns on but gets stuck during start up”

If the Update option works you are in luck. The Restore option will wipe it.

If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support

No backup no recovery.
