How to highlight PDF smoothly??

With the new update the way to highlight pdfs has been changed.  Now I can't do it smoothly because when I highlight a sentence the pens panel opens automatically: it doesn't highlight but writes!  This is because the option in the upper right corner is automatically activated immediately after highlighting ; and I have to manually undo it to be able to highlight again. How to avoid this problem? I don't use Apple pencil and I can't solve even from settings.
