I just got a new IPhone 12 set up but most of my apps are not downloading to the new phone!

Application data transfers from your previous iPhone. However, the application source code to be executed comes from iCloud, not your previous device. So the best way to get the application download is to be on a good wi-fi signal, preferably plugged in to power.
