I need to reset my security questions

I need to reset my security questions but I keep getting sent a code on my phone to reset my password. I could reset my password 20 times but I can't get to the screen that lets me reset my security questions. I want to fix them BEFORE I have a problem. I've read the other threads and iforgotapple.com is only making me use my phone to get a password reset and I don't need that! I want to fix the security questions before there is a problem and there's no option for that. I just want to sign in and set the security questions so I can recover my account if there's a problem in the future.
