In Big Sur you can mute the startup volume without lowering the normal use volume by unchecking this checkbox in the System/Sound/Sound Effects preference pane:

Just turn down the general volume control before shutting down. I use this Automator app to reduce the sound volume to a preselected level. I keep it in the dock and click on it before shutting down.
Does lower the sound level before shutting down cease to function / hold the new lower sound volume at a restart. If so, try doing a SMC Reset
@ Old Toad - was thinking it might be a corrupted sound Preference file that is causing the Startup sound level reverting to Full Volume versus what is was set to pre-shutdown. I am not sure, bouncing idea.
Evidently, the startup sounder is something that was reinstituted with macOS Big Sur. I noticed it after I updated, but then something happened since then (I did unplug my computer the other day), and now it always comes on at full volume when I start/restart my computer. So far, nothing suggested has helped lower the volume, so I will just disable it for now. Other suggested solutions would be gratefully welcomed.
I tried the SMC Reset, and also changing the selection of the tone to be played and had no luck. When I turn off my computer and then start up again, the startup sound is at full volume.
