My voice memo app got accidentally deleted or cleaned due to low storage, how do I recover it along with its files and data?

If it is deleted and not synced to iCloud. Then everything is gone.
If it is offloaded (Cleaned, as you say), then download the Voice Memo app from the App Store and all data will be back too.
