Missing files

all of my files completely vanished from my devises when I looked in the restore files option, it showed 5000 files in there - I did a restore and it showed it as empty but every time I checked, all files were still in the restore option. Now it seems as though some came back but not all of it though the storage count still shows the same amount of space taken up - where are all my files and why is my iCloud storage in such a mess? Why did this even happen to begin with? It seems as though the files that did get restored back went into different folders and it’s jamming up space. I pay for the biggest space and now I’m afraid iCloud lost my most valuable items
