iPhone update 14.3, Cannot delete Apps

I have tried all the old and true ways of deleting an app from my iPhone 8 plus.

Holding down on the app and when I try to delete is only goes to App Library.
Going to settings and going to general doesn't do the trick.

Help please. . .

Go to settings/screetime/content and privacy/iTunes and AppStore purchases/deleting apps— then you select allow or don’t allow.
