Message rejected due to local policy

I tried to forward a mass email promotion I received to my husband's iCloud email and it was rejected for "Message rejected due to local policy". I tried to send it to my own iCloud acct with the same issue. It seems that Apple is flagging it as a mass/group email when it is simply a forward of an email I received. Never had this happen before. Any ideas on how to fix it?

Apple is flagging it as possible spam Postmaster information for iCloud Mail - Apple Support.
