Not enough space on new iPhone 12 Pro Max 128 GB after transfer of backup? BUT my Xs Max only used 74 GB. What happened? Does the new iPhone 12 Pro use way more operating space or something?

I am just so so upset right now. I have been at this ALL day with at least 5 Apple support people.
I transferred in from iCloud, I did it from phone to phone and the last try was from my MAC.
I even reset my new phone to factory settings again on my MAC and restored it from the correct back up of 70 GB from my old XS Max 256GB
----BUT it keeps coming in with 127GB instead of the 70GB from the back-up!!!!!!! WHY????? Please HELP!
My new iPhone 12 Pro Max is only a 128GB. I downsized in capacity because I only use under 80GB.
But the phone is apparently wanting me to stay with a 256 GB capacity phone apparently.
This is so frustrating!
Does anyone know why it is doing this please????
