turning off cellular

Hi! I turned the cellular plan off on my watch. However, my phone is continuously trying to set it up and I get messages all day about it. If I go to cellular in the settings, it shows my cellular carrier and won't let me turn it off. How do I get the messages to stop? Thanks!
