two emails are being billed

I have 2 email addresses that are being billed for iCloud storage so how do I delete one so I.m not being double charged each month

You will have to downgrade on the Apple ID you don't wish to have an iCloud storage subscription to - Downgrade or cancel your iCloud storage plan - Apple Support.
