A. A Third-Party?
This a used device? If so, the previous owner needs to disassociate it from their own account. This is the site they should have used prior to selling it to you: What to do Before you Sell, Give Away, or Trade in your iPhone, iPad, or iPod touch - Apple Support. The seller should have known better.
B. Apple?:
If you purchased it directly from Apple, then they may have sold you a returned device that was never disassociated it from previous buyer's account. So, you'd contact Apple:
