Is there anyway to have charges refunded if a child was using my Apple id

Note that Apple is under no obligation to give you a refund as all sales are considered final and it's your responsibility to keep your account secure. It has been reported that Apple will make a one-time exception in some cases.

You should set up parental controls on your (or your children's) devices:

If your children have figured out your Apple ID password, you should change that as well:
