Downloading
I am not able to download any app from the app store I’ve tried restarting the download to re logging in my apple id but still app downloads never go pass waiting

Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
