Blue Mic on iPad

Today I noticed the blue Mic icon is activated on my iPad. I can’t find any app enabling it. I’ve closed all apps to see if one had without asking. I use Siri of course and dictation on my keyboard sometimes but it never comes on for those when I do. I get the tiny red dot for those. I restarted my iPad and it’s still there.

How can I turn it off?
