Blue microphone Icon top left on my homepage my phone is recording everything I say whether or not I tap on my icon

My iPhone is recording everything I say whether or not I tap on my icon there is a blue microphone up in my upper left-hand corner of my homepage that is not normally there how do I get to stop

Settings > Accessibility > Voice Control > Voice Control [Disable]
