I need to clear some storage in iCloud. If I delete my older photos from the cloud, do they remain on Google Photos? If not, can I download then to my laptop as a photo file?

ICloud storage if I deleted my photos from the camera app, would I Still cave them saved on the photos app! I have 2TBs of I cloud storage. 2300 pics on both the photo app and on the camera app. Seems when I delete from the camera it also deletes it from the photos app. Do I need to go to a pc in order to use the ICloud features?

That would depend on whether the Google Photos app is still tethered to your iCloud? As to your other question -
