Can I add the watch to my cellular phone number and not allow messages to go to the watch and also track it with GPS?

You can if it is the cellular version and if you have your carrier connect it. Usual cost is around $10 or so a month.
As to GPS tracking, you can use the Find My app on your phone to find it.
But it will not give you routes etc.
If using the workout app it will give you a map.
Messages you can't disallow, they will go to your watch when your iPhone is locked.
