Opening PDF in Apple Mail

I have always been able to open pdf files in Apple Mail on my Mac. Now when I have a pdf attachment, a double arrow appears and nothing happens. I can save the file and open it with no problem. Has something changed?

If you right-click on that PDF attachment, there are several actions you can take including viewing the PDF with Quick Look, Opening it with either the default, or designated PDF viewer, saving, or sharing that PDF.

I do not however, see double-arrows on the attached, multi-page PDF when I click it, or hover over it
