Can only remove app from home screen. Can’t delete

A few days ago I attempted to delete an app, and I was given an option to “delete app entirely” or “remove from Home Screen”. To which I selected “remove from Home Screen.”

however, in the days since, the option to delete entirely has disappeared. Whenever I attempt to delete an app, I am ONLY given the option to “remove from Home Screen” or cancel the action. Does anyone know how to get the “permanently delete” option back? Or a work around to permanently delete apps?
