Can you disable, block, or restrict Personal Hotspot using Screen Time?

Hi guys, is there a way to disable, block or restrict Personal Hotspot on your iPhone without disabling or turning off cellular data on the phone? Example: I currently set down time limits on the WiFi Internet on my little brother’s devices such as his PS4 and when it’s shut down for the time limit, he stills gets internet on his PS4 and I was trying to figure out why he kept getting lucky and away with that, then finally I discovered that he was using his Cellular Data mode on his iPhone to create a Personal Hotspot to give internet to the PS4 and I got frustrated with that. So I’m curious and wondering that if instead of just taking his phone away from him for the night, is there some kinda way to use “Screen Time” and restrict Personal Hotspot only without restricting Cellular Data mode entirely? Cuz I still want him to at least access his phone for something on Cellular mode but not just turning on Personal Hotspot and connecting it to his PS4 every night. Cuz otherwise if he didn’t have cellular, he wouldn’t get access to WiFi from our home network at all since that I still put a down time limit on that as well.

so is there a way to restrict Personal Hotspot only, not Cellular Data Mode, while using it through “Screen Time”?

If not I’ll just have to keep taking his phone away from him every night till morning.
