apple watch reset

A couple months ago I got a new phone and my apple watch was still paired to my old one, I factory reset my old Iphone and signed into my new phone with the same Icloud info. My apple watch did not connect for a while even though it was in my paired devices in Icloud settings. I just tried resetting my apple watch and removed it off of my Icloud settings. Now the watch is stuck on a rotating circle screen. What do I do?
