I need a new Apple ID because my Apple ID email is not longer accessible

Can I just switch to a new Apple ID and password? Will I still have access to my contacts on my iPhone and Mac?

Why not just edit the primary login email for your existing AppleID? See -> Change your Apple ID - Apple Support

For the Apple ID password, enter the Apple (iCloud) ID and click Forgot Password. See if you can get an email option if necessary.
