MacBook Air says "There are no users on this volume to recover."

My MacBook Air is giving me the message "Your computer restarted because of a problem. Press a key or wait a few seconds to continue starting up." It won't restart. I get a Reset Password Failed page: "There are no users on this volume to recover."

How can I correct these problems?
