How to track my iPhone 11 Pro Max that was stolen since October 6 2020. The phone has been removed from my iCloud. A new sim discovered on it was claimed to have been barred. And the phone has been kept offline

If it was removed then there is no way to track it. You cannot track it by IMEI, however police can request that information from your carrier (if they want to go to the trouble). You can call your carrier and blacklist the IMEI, however.

The only way your phone can be removed from iCloud is with your Apple ID and password. Jailbreaking it cannot bypass iCloud. However, if you responded to a message saying your phone had been found and entered your Apple ID and password you were scammed into providing the thief what they needed to remove Activation Lock.
The chances of you getting that phone back now, after it was removed from iCloud with your help, are about as good as me winning more than $1Billion in tonight's lottery drawings.
Thank you. The police in charge has been playing pranks, initially we saw the last location before the thief finally succeeded in removing it from iCloud but he was saying I should not be worried he would get it until now.
