Cmd + R not working

I have just bought a new MacBook Air and have made a complete mess of transferring data etc from my old one. I want to restore the new one to factory condition but trying to open up while pressing cmd+ R is not opening in Recovery mode

From apple guidelines:

"Start by plugging in your Mac and shutting down completely.

Turn on your Mac and continue to press and hold the power button until you see the startup options window, which includes a gear icon labeled Options. Select Options, then click Continue."
