14.03 software upgrade and not able to delete apps

I researched everything online but I have an SE phone and recently uploaded the new 14.3 software. And I cannot delete any apps. They end up getting moved to the “library” and I have no way to delete there. I hold the app icon and it wiggles and gives two selections: “Share app” OR “‘move to Home Screen”.

what do I do?

Go to Settings/Screen Time/Contents & Privacy Restrictions - iTunes & App Store Purchases and change Deleting Apps to Allow.

Note that some built-in apps cannot be deleted.
