Is this a native window management function and how do I turn this off?

I do not recognize this as a macOS feature.

Maybe you can say more, whats going on here, what is the that clear overlay ?

If you hold the green pill button— there is a split screen feature. If you have 2 windows sharing the screen you can adjust the size, like always.

  Takes noticeable longer to get to the login screen, does a 5-15 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache,  etc. 

   Login and test. Reboot  as normal and test as caches get rebuilt.

In Safe mode third party system modifications and system accelerations are disabled, it removes malware, etc hampering smooth operation, however a  reboot will put it back to normal mode.

This test will tell you if third party interference; extensions etc are not loaded in safe boot mode.

  This will tell you if it a universal issue or isolated to your user/admin account. 

Uninstall all third party apps that are Cleaners/Optimizers/Anti-Virus

I'm running MacOS Big Sur and I haven't noticed this behaviour on earlier MacOS versions. I find this behaviour annoying and I don't want it to do this. I could not replicate your issue on macOS Big Sur 11.1 (20C69) on a 16" MBP late 2019.

That is not a feature of macOS. You have installed a 3rd party utility that's doing that. Look at the icons on the menu bar. I'm betting it's the one on the far left of the icon group in the right side of the menu bar.

Okay I've got the solution. BetterTouchTool was causing this with the "enable windows snapping" option on.

Yes, this was the 1st statement in the first post.

Glad to hear the issue has been solved.

The more third-party junk that you install, the more time lost determining aberrant behavior when something doesn't work well with the operating system or other installed software.
