Hello BigAl21 and welcome to Apple Support Communities. It appears you would like to be able to fast charge your iPhone 11 by plugging it into your Mac.
If a Mac accessory needs more power or is using too much power
Fast charging requires at least 18 watts of power for most iPhone models (20 watts for iPhone 12 models) and the USB ports on you Mac mini do not supply that much power.

The maximum amount of power available on that port is 15W and true fast charging requires at least 18W.
