How to delete programs on iPad with latest update?

I just check my iPad which is running the current iPadOS 14.3. If I touch and hold an app, I get "Delete App" in the quick actions menu that pops up and also if I tap "Edit Home Screen" in that menu I get an "X" on all apps that can be deleted. Note that it is not possible to delete some built-in apps.

The only other thing I can think of is that if there is a restriction on deleting apps, the above will not be possible. See the deleting apps restriction in the screenshot in Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support

The following works on my iPhone (don't have time to check my iPad right now). Tap the Edit Home screen your describe in your previous reply and then tap the - sign on the jiggling app.
