I haven’t been able to send pictures through text messages to anybody with an android phone for a while and I finally read that I should try turning off MMS messaging and that fixed the problem (which I don’t understand). My question is, what issues will I have now that it’s off?

You certainly won't be able to send pictures with it off. Try turning it back on and if that doesn't work contact your cell service provider and make sure MMS is provisioned on your phone.
