Unable to send pictures by MMS without iMessage

Why can’t I send pictures to anyone just as a MMS and not as iMessage? I keep getting the not delivered message.

I have done a factory restore on my phone so I don’t know why it won’t let me send pictures to friends that use android phones.

MMS requires both the following:

Settings > Messages > MMS Messaging = “on”
Permission from your cellular carrier to use MMS. This may cost extra.
