How can I make my iPhone STOP bringing up this screen while I am handling it?

HOW CAN I DISABLE 911 DIALING? How can I make it stop taking screenshots or photos while locked? People get angry in line when they hear a clicking shutter sound behind them. I am in a wheelchair and this problem threatens my safety!

Call emergency services

Do Not Press and hold the side button and one of the Volume buttons until the Emergency SOS slider appears.
Do Not Drag the Emergency SOS slider to call emergency services. If you continue to hold down the side button and Volume button, instead of dragging the slider, a countdown begins and an alert sounds.
