I am unable to download some apps on my new and first Apple phone. I have downloaded some apps like Google. There is plenty of space in the memory. Also I can not find an instruction manual anywhere online which is very frustrating. Can you help?

You can also open the Books app on your iPhone and get the guide free in the store. See Find and buy books and audiobooks in Apple Books on iPhone.
When using Face ID for purchases, tapping twice on the right is correct. Are you tapping twice in a row, without a pause between taps? After you are tapping twice, at the bottom of the screen do you see any messages changing? Such as, approving, a circle with a check mark?
Do you have a VPN set up on your iPhone? If so, disable the VPN and try downloading the apps again.
Check the date/time and region to make sure they are correct. Settings > General > Date & Time. If this is not correct it can interfere with the App Store allowing you to download apps.

Thank you for your help. What I have done is disable facial recognition for the app store and now everything works fine.

First I can not download the user guide on my windows laptop or my iphone.
I have downloaded some apps but am having trouble with full range camping and ebay in particular.
I have connected 2 payment methods being my credit card and Paypal.
I have logged out of both the App store and my phone and turned my phone off and on to no avail.
What occurs when I now try to get an app is when I press GET it goes to the next screen and instead of starting to download I am asked to press twice on the right hand side where indicated, nothing happens.
Can you help?
