Bought used watch/activation lock
I bought my Daughter a used Apple Watch and when trying to pair it’s asking for previous owner apple activation. We do not have that info.

Ask the seller to remove the lock or give you a refund, or if applicable, ask the people running the site or store where you got it for a refund. The activation lock is an anti-theft measure.
