Buy for gift and use in another country
If I buy a iPhone SE and send to another country they can used there free or they have to actived for that country

If you purchase an iPhone as a gift to send to another country, be advised that ONLY Apple sells fully unlocked iPhone's. If you buy one from Apple, you need to specify you want a Sim Free phone. Then the phone "may" be used in another country as long as that country uses bands which are supported in the US. Apple does not sell International versions of iPhone. They are sold by region they will be used in.
You should be aware that iPhone warranty is NOT international. The warranty for a US purchased iPhone will be valid in the US only.
While less exciting as a gift, it would be better if you sent the money to whoever you want to purchase the phone for and let them buy the phone in the country they live and will use the phone.
