I would like to buy an iPhone as a present for someone who lives in an other country than me.
Buying it here and shipping it is out of question for many reasons.
Does Apple offer such an option? How?

You can only order online form the Apple site in the country where you live, and where the payment method you wish to use is issued.

Apple will not ship to a different country on your behalf.
You could try buying it through the Apple Store – if there is one – of the country where you want to ship to, but that's a bit of a long shot, admittedly.
