It might be a cursor dot from a Bluetooth mouse or trackpad. Change the pointer appearance when using a mouse or trackpad with iPad - Apple Support. Maybe try making sure that you are updated to IOS 14.3
Try turning off Bluetooth and turning it back on. Try shutting down the iPad and turning it back on. Restart your iPad - Apple Support. I hope this helps.
