/Users/marysinger/Desktop/Screen Shot 2021-01-16 at 1.46.14 PM.png How do I begin the backup of Time Machine'd Backup dic? It says it's waiting to complete but never does anything. The external disc backs up fine!?

If Time Machine is doing it's first backup this can take hours as it is backing up the complete drive. Subsequent backs only take a few minutes.
Perhaps you can give a more detailed question. It would be helpful if you have ever backed up using Time Machine, what brand of External Hard Disk do you use for Time Machine, how old the External Hard Disk is and precisely what issues are experiencing.
