All menu bar text is gone for the OS and for any app that is run

Wife ran a card game app she has previously used but this time, after running and closing, all the MenuBar options (File, Edit, View, History, etc.) and now gone. Also, all drop down menus are blank. If you click on the correct area, you can get a drop down (although blank) and clicking on an options does what its supposed to. Just can't read anything. The same happenes for all apps like Pages, Numbers, Safari, etc.
