Text notifications not working

My son's ipad doesn't give any sort of notification when we send him a text message. If he clicks on messages it will be there but there isn't a little "1" on the messages icon and he doesn't get a pop up notification that he got a new message. It looks like all the settings are correct and it isn't on do not disturb. He does have an iphone as well but he doesn't have that with him as often when he is at home.

Thoughts?
