It sounds as though you're having issues loading a video you took some time back. From the screenshots you provided it appears you're connected to a 4G network. Have you tried playing the video when connected to a Wi-Fi network? The error that's showing could be caused by the videos storing to iCloud, and attempting to download to your device to watch. If you haven't already tried watching the video when connected to a Wi-Fi network that would be recommended as it could allow you to view the video.
