iCloud keychain forgot new passwords

I changed the passwords for a bunch of email accounts using iOS Safari's auto-password generator (and therefore have no idea what they were). Those passwords were saved in my phone's passwords. I use iCloud keychain to supposedly sync my iOS passwords with my macOS passwords on my laptop. But when I noticed my laptop hadn't received the updated passwords, I tried solutions I had found online to force them to sync, including turning off the Keychain option in iCloud (on both devices, choosing options to keep local passwords on their respective devices). Then I turned Keychain back on in iCloud. I kept checking my macOS Safari passwords to see if they had synced with iOS, but they still wouldn't sync. Eventually I went back and checked the passwords in my phone so I could manually update them on my laptop, and to my horror discovered that the old laptop passwords had synced BACK to the phone. So now, neither my phone, my laptop, or me seems to know what my email passwords are. Is there any way to remedy this?
