Photo stream gone

I recently needed to create a new Apple Id. Now, I see on both my iphone and macbook air, there is no Photo stream option anymore. I called Apple and they said Apple no longer offers this free service to move pictures from my iphone to my macbook over my wifi. However, lucky for me, I can Buy the icloud storage and all my devices can share photos. What a deal... for Apple. I don't use Icloud and have my on Cloud system storage at my house.

Is this factual or a misinformed employee?

Factual. See the following from My Photo Stream - Apple Support

If you recently created your Apple ID, My Photo Stream might not be available. If My Photo Stream isn't available, use iCloud Photos to keep your photos and videos in iCloud.

If you don't want to use iCloud, a 3rd party option (not free) you may want to explore is https://www.photosync-app.com/home.html

Another option that is free (although there are some limits) is Google Photos. There is a Google Photos app in the iPhone App Store. https://www.google.com/photos/about/
